(Also important for a range of reasons is to defeat any attempts to
generate significant abstentions this time. The opposition excluded
itself from the process a year ago by abstaining form running for
congress. They they complained that the congress was dominated by
the Chavistas. If the opposition feels the heat and participates it
will or should at least legitimize the process. Chavez has so far
won all the elections he and his side have faced. Of course there's
no guarantee that will happen forever in the future.)

Venezuelans Mobilize for Yes Vote on Reforms

JUAN ANTONIO BORREGO Y CALIXTO N. LLANES

CARACAS.- Venezuelans supporting a Yes Vote on December 2 for
constitutional reforms proposed by President Hugo Chavez are on full
time alert to counter plans by the opposition to destabilize the
country and provoke abstention and the No option.

THOSE SUPPORTING A YES VOTE REMAIN OUT IN THE STREETS.

In recent hours, President Chavez recommended that the forces that
support his country's peaceful revolution remain in the streets to
neutralize any coup attempt. Chavez said this presence is an
"anti-coup vaccine" and is "anti-destabilization, anti-oligarchy and
anti-Bush."

"Nothing and nobody is going to stop us," said Chavez referring to
coup plans that seek to defeat the reforms and the revolution itself.
He spoke during a tour of the state of Carabobo where he was welcomed
by thousands of residents who overflowed the streets along his path.

Meanwhile, the private media widely covered a march of a few student
groups opposed to the constitutional reforms who delivered a petition
to the Supreme Court asking for a postponement of the vote. They
maintain that the population is not aware of its content.

Following the march, at least two persons received gunshot wounds
during a yet unclear incident at the Central University that has been
interpreted as a self-provocation by right-wingers trying to create a
tense climate similar to the one before the failed April 2002 coup
attempt.
