Paula's insistence on the dissolution of the standing army as a
revolutionary socialist plank is contradicted in the historical
literature on Leninism. According to Neil Harding, author of
"Leninism", although "substitution of the standing army by a
people's militia was the most radical of the democratic reforms of
the minimum programme", Harding points out that "minimum programme
demands were those of the preparatory period when the conditions for
socialist advance had not yet matured". Given this reading of the
policy as a reformist measure, this hardly fits Paula's description
of "standing militias, not standing army" as a socialist deal breaker.
