US EPA Summer Internship in Smart Growth and the Environment
The Environmental Protection Agency's Development, Community and
Environment Division (DCED) is currently seeking interns for Summer
2003. These three month internships
will allow qualified graduate students in urban and region planning or
public policy to work on smart growth issues at the Environmental
Protection Agency, a leader in this area.
Students in related disciplines are also encouraged to apply.
Internships are open only to U.S. citizens and nationals (resident of
American Samoa or Swains Island).
DCED works with states and communities to find ways to grow that
minimize environmental and health impacts. Studies have demonstrated
that smart growth development
approaches have
clear environmental benefits, including improved air and water quality,
increased wetlands preservation, more brownfield sites cleaned and
reused, and increased preservation of
open spaces. To move the smart growth agenda forward, DCED works with
federal agencies, state and local governments, communities, and the
development, banking, and other
private business sectors to identify areas of new policy initiatives.
DCED facilitates collaboration and communication between these varied
sectors, provides technical assistance and works to create incentives
for increasing the efficiency
environmental protection.
DCED takes a variety of different approaches to catalyzing smart growth
including: building local capacity; providing tools; and conducting
research and outreach. Interns will will
have the opportunity to participate in each of these areas. Possible
research projects could focus on open space and farmland preservation;
the connections between smart growth
and water quality; or the interactions between land use and
transportation systems. Other potential projects include researching and
developing outreach and communication pieces

POSITION SUMMARY: The Budget Director directs the development and
oversightof an annual operating budget of $227 million, a 5-year capital
improvement plan (CIP) of $350 million, and the City's grants
administration program. This is a hands-on position that works directly

The director is responsible forformulating and monitoring revenue and
expenditure projections, conductingmanagement reviews of proposed
expenditures,

QUALIFICATIONS:
* Five years experience in Public Administration, Budget Management, or
a similar field.
* Bachelor's degree in Public Administration, Business Administration,

related Master's
degree and local government experience.
* Knowledge of theories, principles and practices of public
administration and municipal budgeting.
* Knowledge of economics and financial forecasting as well as rate
setting and cost service methodologies.
