What are the "economic conditions" to which you reer? Is it about
population size and how many people can a country afford to feed?

Right can never rise above the economic structure of society
and its contingent cultural development.

In China, a poor country with little arable land and a
rapidly rising population, making sure that there is enough
food for the next generation is bound to over-ride individual
rights.
The converse is likely to operate in the conditions of high
mortality following the next major war.

For it to become a question of individual right, one needs
a prosperous industrial society with low infant and young adult
mortality and the absence of tight environmental constraints.
