Is Proposition 187 Coming to Illinois?=20
THE ASSAULT ON IMMIGRANT RIGHTS
Chicago's Immigrant Communities Speak OutThe passage of the anti-
immigrant ballot initiative Proposition 187 in California last=20
November marks a dramatic escalation in the right-wing campaign to=20
strip basic democratic rights from immigrant communities in the U.S.=20
Among its measures, Proposition 187 requires public school employees=20
to report "suspected illegals" to the Immigration and Naturalization=20
Service, making schoolchildren and their families vulnerable to=20
possible deportation.
Proposition 187 ignited mass mobilization in California=97more than=20
20,000 students walked out of over 40 high schools and junior high=20
schools throughout southern California, and the October 16 march=20
against Proposition 187 drew 125,000 supporters in what is widely=20
believed to have been the largest march in Los Angeles history.=20
Walkouts were so widespread that the Los Angeles Police Department was=20
placed on tactical alert and police in riot gear swarmed the streets=20
in several neighborhoods and sprayed students with pepper gas on at=20
least two campuses.

Although the California state and federal courts have=20
temporarily blocked the implementation of sections of=20
Proposition 187, Republican-led legislative efforts that=20
implicitly target communities of color are now under way in=20
Congress as well as a number of other states, including=20
Illinois.=20
=95 What legislation is being developed to impose such=20
measures in Illinois?
=95 How are Chicago's immigrant communities fighting back?
=95 What can progressive groups do now to build support for=20
immigrant rights?=20

author of:
Trotskyism in China (Forthcoming - 1995)
China in the Period of the Japanese War of Aggression, 1937-1945=20
(1988)
History of the Ideological Struggle Inside the Chinese Revolutionary=20
Movement (1985)
will speak on:
Trotskyism in Revolutionary China
With the defeat of the revolutions in Western Europe, many looked=20
hopefully eastward for the next successful socialist revolution. =20
Lenin remarked, "If not through Berlin, through Peking." By 1927,=20
it appeared as if a workers and peasants revolution was imminent in=20
China. Yet, it was crushed in a sea of blood. When 22 years later,=20
Mao established the People's Republic of China, it would be far=20
different from what the original Bolsheviks had hoped for. This=20
discussion will seek to answer questions like these:
*	What was the role of the Communist International in the 1927=20
Chinese Tragedy?
*	How did Stalinism gain control of the Chinese Communist Party?
*	What Role did Chinese Trotskyists play in the revolutionary=20
events of 1927?
*	What do these events tell us about Mao and the current regime=20
in China?=20
