Bosnia & NATO impotence

The US military must be having a tough time devising its contingency
plan for Bosnia.  It is a mercenary army with a
"baroque arsenal" meaning that it is very thin on reliable combat
troops and very, very expensive to use;  a force suited to
"police actions" as in Somalia/Haiti, surgical elite force operations,
Grenada/Panama, and applications of "all out" high tech war, Iraq.
None of these capabilities fit Bosnia; and, mercenaries simply will not
fight a "grunts'" war.
I assume all the Nato forces are similarly structured...'cept maybe Turkey.
So it would entail some kind of proxy arrangement...?
