The problem is not with councils at a local level, it is once
you set up a hierarchical delegation system. This accentuates
any initial preponderance of the supporters of one political
party, so that the supreme soviet ends up being overwhelmingly
made up of party delegates. This is all well and good and may
even be necessary in a revolutionary crisis, but in the long
term it leads to party rule.
