CPUSA and CP Russia on Yugo

Bryan reports that the Russian Communist Party has tried to
impeach Yeltsin for supporting the Serb [nationalists]. (It is
important of course to be specific that no one is arguing
against Serbs as such).

If so, that is impressive. It follows one of the first
basic rules of a marxist approach, to be prepared to oppose
your own government in its oppression of another nation. In
this slightly more complex case to oppose aggressive Slav nationalism.

Scott has posted a statement of the CPUSA which also has the
merit of opposing its own government, but IMO there is very
little else to be said in its favour. I am afraid I find it
very difficult not to pull punches in the comments that follow,
much as I value Scott's participation and humour on this list.

Although I often feel it is best not to proceed from a moral
position but from an analysis of what is actually happening,
I feel the article is so lacking in marxist analysis as to be
literally unprincipled. It objectively supports the social
fascist war of aggression by Greater Serb nationalism, against
non-Serbs, especially people with Muslim surnames.

On the surface it is a bourgeois pacifist line, opposing war
as such without making a concrete analysis of the war.
"No more weapons into the region" is  concretely a
support to the Serb social fascists who inherited the
impressive military power of the Yugoslav federal army and used
it to drive non-Serbs from their homes in an effort to partition
multi-ethnic Bosnia or even disintegrate it to create a
Greater Serbia stretching to the Adriatic.

To call the bombing of Serb nationalist gun emplacements that have
been repeatedly shelling civilians, "senseless" seems to me to be
a tired churning out of a left line, without bothering at all
about its credibility and to paralyse an attempt to put an end
to one of the most public abuses of human rights going on in the
world at this moment. That is not senseless, and the CPUSA will
have little impact against the propaganda of the US government
if that is the limit of its analysis.

A phrase about "Dresden style" bombing weakens further the credibility
of the article. Dresden was about the flattening of a civilian
city. A crime against humanity committed in large measure by
the British bourgoisie, the nearest equivalent to Hiroshima in
Europe. Has Pale been flattened? If so why has Karadzic said that not
many Serb civilians have been killed by US action. One reason why
Mladic has been able to resist the pressure for the total withdrawal
of anti-civilian weapons, is that the US and Nato put major limits
on their action. They did not for example bomb all bridges
in Serb social-fascist occupied Bosnia.

The fact that the US is acting as the hegemonic power
leading this action is undoubted. It hopes to consolidate
its authority, but to say the action is "nothing more" than this
fails to get to the heart of the US government's claim to
world leadership on this issue and why that world leadership is
flawed. Despite the call sign at the end of the article to
appeal to people tired of the old system, this is a tired critique
of your ruling class. It goes through the motions of an anti-
government position with left wing rhetoric ("heinous" etc)
without doing the analysis that might get the knife into the
jugular and give a lead that would be credible to 80% of the
population of the USA.

It *is* most important that US action should be penetratingly
criticised especially within the US, but because the CPUSA does not
have a concrete materialist analysis of this war but is objectively
acting as apologists for Greater Serb nationalist social fascism, and
it cannot do so convincingly. The effective and relevant points on
which the US should be criticised are it is opposing the aggressive
war of Serb nationalism, by using power politics rather than by
relying on the people, and supplying the weapons to the multi-ethnic
Bosnian government for its just war of resistance against aggression.

Secondly that the US government which has been capable of restraining
the semi-fascist Croat regime from attacking eastern Slavonia and the land
above Dubrovnik, has failed to insist that the Croat government must
cooperate fully in stopping atrocities in Krajina, and ensuring the
right of return in deed and not just word.

Sorry Scott. I was surprised in view of your lively contributions to
the list, to see you post such a weak statement from your party. I
await your robust defence, and probable counterattack, of a serious
political nature.

Subject: US bombing in Bosnia

**U.S. Communists: Stop the bombing! -- Statement of the
Communist Party USA**

The heinous, murderous, senseless bombings being carried out
by the United States Air Force and Navy, under the phony
umbrella of NATO, is nothing more than an attempt by U.S.
imperialism to assert its dominance over the former
socialist Yugoslavia and the other imperialist powers vying
for influence.

Michael McCurry, a Clinton administration spokesman,
admitted that the "conditions for the air campaign are
unrelated to many of the issues that are in the political
settlement." The fact that our government continues bombing
even after the basis for a peace settlement had been
established demonstrates that U.S. imperialism is determined
to dominate the outcome. In fact the bombing is aimed at
stopping the peace process, just as the U.S. has done to
several previous peace settlements.

World opinion opposes the bombing, which is aimed
fundamentally at the civilian population. Differences among
the imperialist countries are sharpening. The danger of
escalation grows more real every day. First there was the
bombing, then cruise missiles, now the proposal is to use
radar-evading stealth weaponry. Are tactical nuclear weapons
on this list?

Now we are told that air strikes have failed to force the
Serbs to pull back. Is this a cover for war escalation,
including the introduction of U.S. ground forces? U.S.
imperialism and NATO are feeling cocky -- they see this as a
testing ground.

Furthermore, U.S. imperialism is reviving the NATO dinosaur
and using it as a cover for its military adventures and
dreams of world domination. This will never bring peace --
only wanton destruction of civilians and their
infrastructure.

Opposition among the U.S. people to these attacks is
beginning to mount. People are speaking out more and more.

Peace is won through struggle. Every voice must be lifted
against this "Dresden-style" bombing. The American people
have a special obligation to compel the end to the bombing
and demand that a peace settlement be implemented, not
bombed out.

Peace organizations, trade unions, community organizations,
religious groups, humanitarian groups, all peace-loving
people must come together to demand: Stop the bombing, no
more weapons into the region, end the war.
