Well, insofar as governments consciously undertake a set of actions called
imperialism, it is a policy. In the late 19th century U.S., political
economists like Charles Conant explicitly theorized the need for an
imperial outlet because of chronically stagnationist/underconsumptionist
tendencies within capitalism.
