SECOND INSTALLMENT

El Diario Internacional N33 is now out in print, this represents a great
triumph of the proletarian revolutionary line at the international level and
it would constitute a great weapon of combat and victorious celebration
leading up and beyond the coming 17th of May, day in which the proletariat
and advanced progressive people of the world celebrate together with the
Peruavian people and the PCP the 16 ANNIVERSARY OF THE INITIATION OF THE
PEOPLE'S WAR IN PERU!.

We salute all our comrades for this coming occassion and call upon them to
give the widest circulation to this issue of El Diario which is a
publication that truly has proven to be what is masthead says: "AT THE
SERVICE OF THE OPPRESSED MASSES OF PERU".  In Peru, every issue of El
Diario, both the clandestine publications, as well as the smuggled copies of
the foreign based editions are jubilant celebrated by the masses of
countryside and cities.  Let us salute together and in the same spirit, this
great achievement, and salute too the efforts and great merits of comrade
Luis Arce Borja, so vilely insulted in this forum by an agent of reaction.

Long Live El Diario, the publication that SERVES THE OPPRESSED MASSES OF
PERU - AND NOW THE WORLD in its international edition!

SOLDIERS DESERT AND JOIN UP WITH THE GUERILLAS

On April 13, a an army patrol of 9 soldiers armed with guns and high
explosives deserted the regime and went over to the Maoists guerillas.  This
event happened in the town of Uco.  The military force was a part of the
anti-insurgency battallions currently garrisoning the department of Huanuco.
The 9 soldiers, were people of Andean origen who abandoned the ranks of the
army and immediately enlisted in one of the columns of the People's
Liberation Army (PLA) operating in the Huanuco region, where, in the last
few months a powerful military offensive is been carried out by the rebels.

The Peruvian press, unable to cover up this event, tried to twist - as they
always do - the real facts.  They laconically said: "Nine army soldiers
deserted with weapons and explosives pressumably to join up with
narco-terrorist groups".

The desertion of the soldiers, is part of the phenomenal defeat that the
armed forces are now suffering.  This is a defeat of an strategical,
military and psychological character.  Moreover, it shows that the internal
war has began to make heavy inroads within the army of the Peruvian state.

One of the direct results of the advance of the guerillas towards the
seizure of power, is the desintegration of the anti-insurgency repressive
forces.  This last event should be seen in the context of what the Communist
Party of Peru (PCP) denominates as the expansion of the war into the ranks
of the enemy.

This event, reflecting a new situation within the civil war, is a phenomena
that is developing progressively since 1980.  Among other things, it is
linked to the strenghtening of the guerilla forces.  The advance of the
insurgency creates the conditions for mass desertions.  As it is well known,
there are multiple cases in history when the rank and file soldiers have
given up their repressive role and gone over to the camp of the revolution.

Desertions are not only occurring in the army and in other branches of the
Armed Forces.  This same phenomena is ocurring within the ranks of the
para-military forces (the peasant and urban rondas and civil defence
organisms armed and directed by the military, people which most times have
been recruited by force, and now they are going over for good to the side of
the Maoist guerillas).

WIN OVER THE SOLDIERS TO THE PEOPLE'S CAUSE

The Communist Party of Peru, within the guerilla war it develops in the
whole country, applies a special policy geared at creating the conditions
for desertions in the ranks of the army of the reactionary repressive state.
Following this policy, when combating against the government troops, a clear
distinction between soldiers and officers is made.  Many a times, the
People's Liberation Army, on coming out victorious in an armed
confrontation, renders medical attention to the wounded soldiers, and at the
same time sets them free to go back home. The officers, specially those who
are known to be bloodthirsty and brutal assassins with debts of blood
against the population, are executed.

Together with the People's War as the main motive force for the
desarticulation of the military apparatus of the state, there are other
causes accelerating this desintegrating phenomena among the Armed Forces.
Some of these causes are: Widespread corruption and evident links with the
drug trade on the part of the Armed Forces High Command. The tyrannical way
the ordinary soldiers are treated. The miserable material conditions that
the troops who are forced to endure and the way that they are used as cannon
fodder.

There is also, and as a component part of the above, the dim future soldiers
have in front of them, particularly when they know that in rejoining the
civilian population at the end of their service, they will only have hunger
and misery in their lives as a perspective.
