EL DIARIO 33: HUAYCAN: REACTIONARIES BREAK RANKS (page 2)

Nearing the moment of the real and jubilant CELEBRATION of the great day of
world wide celebration of the 16 ANNIVERSARY OF THE PEOPLE'S WAR IN PERU, we
deliver today the following article from page 2 of the Number 33 of El
Diario Internacional, the paper at the service of the oppressed masses of Peru:


HUAYCAN: REACTIONARIES BREAK RANKS (page 2)

LIMA.  HUAYCAN URBAN TOWNSHIP.  APRIL 14

On this day, Leonidas Centeno Pacheco, "leader" of Huaycan and successor of
Pascuala Rosado (who was eliminated by the Maoist guerillas on March 6),
declared that he would flee abroad to save his life.  Centeno Pacheco said
that the Maoist guerilla has demanded he resigns his position before the end
of the month.

Rosado's heir also said that all the other "leaders" of this urban township
would have to resign their posts because of the offensive on the part of the
Maoist guerillas.  He complained that the government had "abandoned them to
their own fate".

The breakup of the Huaycan "leadership" shows the failure of the government
in the popular neighbourhoods surrounding the capital.  As it is public
knowledge, it was Fujimori himself who on July 15 1992 swore in the "Huaycan
Self Defense Committee" made up of 600 anti-insurgency para-militaries.

>From the beginning, this para-military organism led by Pascuala Rosado and
the rest of the "leaders" of this urban township, began repressive
operations against those they regarded as "Shining Path people".  It is
evident, then, that neither the "Self Defense Committee", nor the "leaders",
nor the army, have been able to accomplish the subjection of the people of
Huaycan with all their violence.


We salute all our comrades for this JUBILANT occassion and call upon them to
give the widest circulation to this issue of El Diario which is a
publication that truly has proven to be what is masthead says: "AT THE
SERVICE OF THE OPPRESSED MASSES OF PERU".  In Peru, every issue of El
Diario, both the clandestine publications, as well as the smuggled copies of
the foreign based editions are jubilant celebrated by the masses of
countryside and cities.  Let us salute together and in the same spirit, this
great achievement, and salute too the efforts and great merits of comrade
Luis Arce Borja, so vilely insulted in this forum by an agent of reaction.

Long Live El Diario, the publication that SERVES THE OPPRESSED MASSES OF
PERU - AND NOW THE WORLD in its international edition!
