Just because a person works on a piece of capital (meaning an object
made for, but not consumed in, production) does not mean he works for the
cause of capital (a shorthand for capitalism/capitalists). Your
misunderstanding is really a perfect example of the general misconception
about the role of public-sector workers.
The question is who owns the capital and who, besides the workers
themselves, benefits from their work. A public-sector employee works at the
behest of the representative government (in the case I am talking about).
Centralists, after all, want to make ALL workers public-sector workers
through universal government employment.
You cannot assume away legal ownership.
