I have given my answer before. China is a transitional
state which has advanced and is advancing rapidly
towards what you probably mean by "full" (full blown?)
capitalism. This has been the planned and deliberate
policy of the top Chinese leadership since 1978. You
have to look at the essence and not at the different
external forms of say Argentina and China. State
ownership and planning does not have to be synonymous
with socialism. It depends on who (which class) is in
control of the state.

What are you thoughts on this? Do you think that China
today is socialist?
