All the powers of old Europe have entered into a holy alliance to exorcise
this spectre:

"Austria tightens borders over demo fears
Austria has tightened up border controls amid fears that a forthcoming
economic summit could be swamped by anti-globalisation protests.
The measure on the German and Italian borders, means that Austria has
temporarily suspended the Schengen agreement on abolishing border checks
signed by most European Union members."
