Early in the 20th century the muckraking journalist Lincoln Steffens
investigated the relationship between organized crime and
local government in the US. His inquiries eventually led him
into a more radical understanding of the relationship between
the state and capital, and why crime (organized and unorganized)
is functional for these arrangements.
