Just one point: note that in the above excerpt Julio talks about  criminal
economic organizations having the profits to create what amounts to a counter
state apparatus -and bribe the existing apparatus - which is very different
from saying that U.S. imperial activity requires and fosters the creation as
a normal part of its function of a vast web of criminal activities, usually
linked to drugs, but not only, and which activities fund covert operations
(e.g. the Islamist attacks on Russia) and which gangsters are thmeselves part
of U.S. covet operations ( a fact of which they may even not be aware!)

If any part of this "highly profitable activity with its own little armies"
and so on actually defies U.S. strategic goals, they will find themselves
crushed like a bug.
