Anti-terror alliance breaking down?

After September 11 it looked as if the USA was able to put together an
alliance including Russia and China, but now it looks as if this alliance is
breaking down. Take e.g. these two articles from today's LA Times:

CIA Warns of Chinese Plans for Cyber-Attacks on U.S.
Defense: Analysts fear government and private efforts to sabotage federal
Internet sites.

WASHINGTON -- U.S. intelligence officials believe the Chinese military is
working to launch wide-scale cyber-attacks on American and Taiwanese
computer networks, including Internet-linked military systems considered
vulnerable to sabotage, according to a classified CIA report.
Moreover, U.S. authorities are bracing for a possible wave of hacking
attacks by Chinese students against the United States in coming weeks,
according to the analysis. The confidential alert, which was reviewed by The
Times, was sent to intelligence officials a week ago.

U.S., Russia Still Split Over Arms Cuts
Negotiations: American leaves talks early. The nations differ over fate of
deactivated nuclear warheads and verification of any reductions.

MOSCOW -- Negotiations between the United States and Russia on an accord to
dramatically cut offensive nuclear weapons hit an apparent snag Wednesday,
with a top U.S. negotiator departing early from scheduled talks and a senior
Russian official saying that an agreement is not a certainty.
Defense analysts here said the stumbling block was most likely the Russian
military, which does not wish to see President Vladimir V. Putin making any
more significant concessions to Washington.
