India: Derailing decentralisation

attempts to discredit the decentralisation and
people's planning processes undertaken by the previous
CPI-M led Left Democratic Front government of Kerala
(which lost power in 2001).  Also, an interview with
the main architect of the processes, Thomas Isaac.

The concerted media attacks on Kerala's People's Plan
Campaign and its main organisers lead to the
inevitable conclusion that the attempt is ultimately
to wreck the programme of decentralisation of powers
and planning itself, which is already viewed with
disfavour by the Congress(I)-led government.

People's Plan is different from World Bank programme'

As a former Associate Fellow at the Centre for
Development Studies in Thiruvananthapuram and a member
of the State Planning Board who was in charge of the
implementation of the Left Democratic Front
government's decentralisation experiment in Kerala,
Dr. Thomas Isaac, now a CPI(M) MLA in the State
Assembly, is the main target of the allegations.
