De Cuellar blames US for security lapse

FORMER UN secretary-general Javier Perez de Cuellar today criticised the
US-led forces in Iraq for not providing adequate security to the United
Nations compound in Baghdad...

"How could the United Nations workers, who were impartial, not have better
security? They should have been surrounded by maximum security," Mr Perez
de Cuellar said in a telephone interview ...

"There has been a lack of care of the occupying authorities," said Mr Perez
de Cuellar, UN leader from 1981 to 1991 and currently Peru's ambassador to
France.

He said he imagined Washington and London must be considering how to face
an Iraqi resistance that "seems to be a nearly patriotic repudiation of the
occupation".

"I never agreed with this military action (in Iraq) that the Anglo-Saxon
countries decided upon," he said.

Perez de Cuellar said he also wondered if "the occupying forces properly
calculated the effects not only of the war, but of the effects of the peace
that would follow the war".
