I suspect that it is intended to (1) foster the impression that the war
can be over quickly and thus not costly in either US or Iraqi lives, and
(2) counter the impression left by  recent reports of plans to have 68
"smart bombs" landing on Baghdad every hour for the the first 48+ hours.
