Certainly the reluctance of France and Germany to endorse the Bush attack is
significant. As for its ultimate influence, I don't think it will mean
anything. Recent history indicates the European capital's disagreements
don't count for much.
Recall that the US insisted on and won exemption for its personnel from war
crimes prosecution;
Recall the inability of Europe to override the US/Israeli opposition to UN
fact-finding in Jenin.
Recall the lack of vigorous response by Europe to US steel tariffs.
