Carter's last sentence, remarked upon by Walter Lippman is very likely
to describe the situation after March 17; Bush will agree, snarling, to
hold off escalating for "weeks" to give the chickens at the UN time one
last chance, in reality to give the US time to recover from the Turkey
debacle and release the antiwar pressure.

But the armada will stay in place and grow stronger during the
hiatus. Carter's point is that the armada can be unleashed anytime the
political context improves. No need to use it this week, if waiting a
few weeks will seriously strengthen the case.
