  This answer is actually not true. 

  But it is interesting how low key and how inconsequential that
protest had been; it did not prevent the US government from
reestablishing diplomatic relations with Irak in the middle of the
war or selling them military equipment and downplaying when an Iraqi
missile hit a US warship in the Gulf near the end of the war against
Iran.
