America is, as George Carlin said, "Britain, Junior."  You don't have to
just go to WWI, but the treatment of native peoples from DAY ONE.
Prisons have always practiced it.

Ruling classes use repression generally to establish legitimacy when
they can't afford to do it by other means.  In recent times, the US has
been generally wealthy enough not to have to rely on it the way the
rulers in less prosperous civilizations have had to.
