I don't think it is a fear of being framed on drug charges so much as the
fact that the Left (in America, at least) capitulated almost totally to the
New Temperance movement which started in the late 1970's. See David Wagner's
detailed history of the period in his excellent: The New Temperance (The
American Obsession with Sin and Vice)
