The Guardian newspaper commented: "if George Bush is unsure what US
intelligence is capable of, he can always ask his dad. The first President
Bush used to be head of the CIA."

The Intelligence Authorization Act 1999 was signed into law by the President
on October 20, 1998.  Among its provisions, the Act directed that the
headquarters compound of the Central Intelligence Agency would be located in
Langley, Virginia, to be called the "George Bush Center for Intelligence."
Former President George Bush was Director of Central Intelligence and head
of the Central Intelligence Agency from 30 January 1976 to 20 January 1977.
When DCI George Tenet's introduced George Bush in an opening speech on 26
April 1999, he quoted a congratulatory letter from Bill Clinton, as follows:
"When you assumed your duties as Director of Central Intelligence in January
1976, the nation had just endured one of the most tumultuous periods in its
history. Many Americans had lost faith in government. Many asked whether the
CIA should continue to exist. "As Director, you accomplished a great deal.
You restored morale and discipline to the Agency while publicly emphasizing
the value of intelligence to the nation's security. You also restored
America's trust in the CIA and the rest of the Intelligence Community."
