"Ms. Hoffman has headed the state's largest public university system 
for five years."

This is actually pretty typical for university presidents. They stick 
around long enough to throw a few parties, outline ambitious but vague 
plans for greatness, raise some money (if they're any good), piss 
people off, and then move to the next gig. I don't know anything about 
Elizabeth Hoffman specifically, but stepping out now gives the 
appearance of grace under pressure, without the gritty business of 
actually doing anything.
