Speaking in terms of Vietnam, Catholics could and did claim C.O. status.
At that time it depended very much on the local draft board.  It wasn't
a question of theology or the Pope's position on a particular war.

However, you raise a very good point here, indicating that Catholics
would certainly be able to appeal to the papacy's position in filing for
such status in the event of a draft.
