Zapatero, despite his claim to be an opponent of Bush's foreign policy 
in Iraq, has succeeded in adding Spanish troops to the occupation of 
Afghanistan, which along with the rest of NATO helps relieve the U.S. 
role there, also succeeded in a Spanish vote for the proposed EU 
Constitution.

As of this writing it looks like the constitution is going down to 
defeat in France.
