US Arrests Accomplice of Terrorist

Washington, Nov 20 (Prensa Latina) US Federal agents have arrested
Santiago Alvarez, possibly on people smuggling, a day after Cuban
President Fidel Castro decried the US had done nothing to determine
how terrorist Posada Carriles entered its territory.

The arrest was made following issuance of a search warrant for
Alvarez´ Hialeah and Miami offices on Friday, the Nuevo Herald (the
Spanish version of the Miami Herald) reported under the banner,
"Posada Carriles Benefactor Arrested".

Although the Herald said information on charges were not released by
the Southern Florida DAs office, it reported that the notorious
terrorist entered the country on a boat belonging to Alvarez, which
could mean a smuggling charge.

The arrest also follows this week´s full page ad in The New York
Times, which made a plea for US authorities, specifically the White
House, not to give refuge or protect Posada Carriles.

The ad was placed by a group of Cuban families and friends of the 73
victims of the bombing of a Cuban airline, which Posada Carriles has
admitted masterminding.

The criminal was detained in Miami in May for having entered US
territory illegally, and Venezuela has requested his extradition due
to his escape from prison in that country while awaiting trial for
the airline bombing.

He was taken to an immigration center in El Paso, Texas, where an
immigration official ruled he would not be deported to Venezuela.

Federal agents arrested businessman Santiago Alvarez at dawn
yesterday after a judge had authorized a search of his offices in
Hialeah last Friday.

Family members confirmed to the Herald yesterday that Alvarez was
arrested at 1:00 am. The Miami ICE office declined to give details of
the operation.

Santiago Alvarez’s lawyer, Kendall Coffey, didn't return calls made
by El Nuevo Herald making it impossible to obtain information on the
charges against Alvarez by the Federal Attorney’s office of the
Southern District of Florida.

The arrest of Alvarez, who is considered to be one of the closest
allies of the anti-Castro fighter Luis Posada Carriles, took place
after Cuban ruler Fidel Castro criticized the United States on
Thursday because ''not a word had been said'' on the manner in which
Posada Carriles entered U.S. territory – an allusion to the role
presumably played by Alvarez.

The investigation against the businessman also coincided with the
publication of a full page ad in The New York Times, asking that the
United States not grant asylum to Posada Carriles.

The Cuban entrepreneur’s arrest generated diverse reaction among
members of the exile community.

''The arrest surprised me because Santiago Alvarez is not at all
guilty'', said Eusebio Peñalver, president of Unidad Cubana..

Peñalver felt that the arrest of Alvarez ''was in answer to the
accusation that that assassin in Cuba made against him. If that’s the
case, I feel tricked'', Peñalver complained.

Félix Rodríguez, who heads the group Brigade 2506 and who directed
the capture of Che Guevara in Bolivia, highlighted the patriotic
qualities of Alvarez.

''We have to wait to learn the reasons he was detained”, said
Rodríguez, “but I’ve known Santiago for a long time, and he has
always been a great Cuban patriot ''.

The attorney for Luis Posada Carriles, Eduardo Soto, said that the
arrest of Alvarez “neither adds or removes elements in the case of
Posada Carriles, nor would it modify the course that the case has
taken at the moment ''.

Soto said that Posada had established ''without any rebuttal on the
part of the United States,'' that he could be tortured in Venezuela
and Cuba, and that therefore “there was nothing that could force
Posada to be deported ''.

Agentes federales detuvieron en la madrugada de ayer al empresario
Santiago Alvarez, luego de que un juez autorizara un operativo de
búsqueda de evidencias en sus oficinas de Hialeah que tuvo lugar el
pasado viernes.

Familiares de Alvarez confirmaron ayer a El Nuevo Herald que la
detención se produjo a la 1 de la madrugada de ayer. La oficina de
ICE en Miami declinó dar detalles del operativo.

El abogado de Santiago Alvarez, Kendall Coffey, no devolvió llamadas
realizadas por El Nuevo Herald. Resultó imposible obtener información
sobre los cargos en contra de Alvarez por parte de la Fiscalía
federal del distrito Sur de la Florida, que está procesando el caso.

La detención de Alvarez, considerado uno de los más estrechos aliados
del combatiente anticastrista Luis Posada Carriles, se produce luego
que el jueves el gobernante cubano Fidel Castro criticara a Estados
Unidos porque ''no ha dicho una palabra'' sobre la forma como Posada
llegó a territorio norteamericano, en alusión al papel presuntamente

''Me ha sorprendido su detención porque Santiago Alvarez no tiene
ninguna culpa'', dijo Eusebio Peñalver, presidente de Unidad Cubana.

Peñalver estimó que la detención de Alvarez ''me parece que fue una
respuesta a la denuncia que el asesino de Cuba pudo hacer en su
contra. Y si eso fue así, me siento defraudado'', se quejó Peñalver.

Félix Rodríguez, directivo de la agrupación Brigada 2506 y el hombre
que dirigió la captura del Che Guevara en Bolivia, resaltó las
cualidades patrióticas de Alvarez.

''Habrá que esperar las razones por las que fue detenido, pero
conozco a Santiago desde hace mucho tiempo, y siempre ha sido un gran

Soto dijo que Posada estableció ''sin refutación alguna por parte de
Estados Unidos'' que podría ser torturado en Venezuela y Cuba, y por
lo tanto ``no hay nada que pueda obligar que Posada sea deportado''.
