As you know, expatriate Iranians, many of whom are now US citizens,
are not allowed to invest in the key industries of Iran, due to
America's long-standing unilateral sanctions.  Talk like above is best
understood as a political rather than economic move, reminding foreign
investors, including Iranian expats, how much they are and can be
losing out on investment due to existing and forthcoming economic
sanctions.
