  Well, the history of the USA is a history of continuous expansion by 
violent means. 

  And, after reaching the shores of the Pacific, it went beyond, 
conquering Hawaii and other Pacific islands, and robbing Spain's 
colonies in the Pacific and America by the 1898 war, the first 
interimperialist war. The participation in the first worldwide 
interimperialist war between the robber barons from 1914 to 1918 was the 
logical consequence. 

  US imperialism started long before Franklin D. Roosevelt.
