The interesting thing about this is that by the time they get this deployed,
it will be obsolete. Basically all you need do is encrypt the outgoing
packets and decrypt at other end. If you have someone's IP address there's
no need to go through any telephony provider, someone just needs to cobble
together an app to send the encrypted packets to the intended receiver's IP
address. Louis could probably do it with a PERL script.

It's just a question of having a powerful enough computer to do the
decryption in real time. The multi cell processor PS3's look like a prime
candidate for this application, if standard-issue PC's aren't enough.
