Exceptionally important statement from Cuba on Human Rights which
demonstrates with specific facts and dates on Cuba's cooperation
with the United Nations Human Rights mechanisms. The impression
has been widely spread that Cuba refuses to cooperate because in
the recent past it has not permitted UNHCR representative into
the island. 

However, as shown, in the not too-distant past it has accepted
visits from such bodies. Furthermore, this explains the ideas on
HR which guide Cuban policy. These are more widely based than the
ones advocated by Washington, which put first priority on alleged
rights of government opponents to operate freely and without any
restraint. A very important document to understand on the eve of
the sessions of the United Nations Human Rights Council (not the
UNHR "Commission" as it was previously named.
