   In a pre-planned sort of way, yes.  It seems clear the decision was made 
before the election, and even before the elections, everyone knew that the 
Republicans were going to take a large hit in the polls.

   What a better way to feign a "change of plan" and signal a pseudo 
submission to the will of the people than by dumping a wildly unpopular Sec. 
of Defense, and one, as you say, that everyone knew was incompetent.

   It may be that the "Jim Baker wing" of political realism is on the rise and 
the neocons are in decline, but Rumsfeld's removal is, I think, largely eye 
candy and designed to simply placate/silence critics; after all, it certainly 
worked to lessen the corporate media's reporting of the election results, 
didn't it?
