Yes, China was definitely too Stalinist. In any case, here are some
excerpts from the NLR article that are focused on China. Much of it also
deals with the West, but are of less interest for the matter at hand:

CB; This article seems to discuss "superstructure" primarily. What about
what was happening in the "base" ? Were the relations and forms of
production in China allowing it to compete materially with capitalism ?
"Politics" must take into account what imperialism is doing concretely in
this period, not just what is going on in the Party and state.
This article discusses what's happening now in China in terms of its history
since the revolution, especially. Your discussion of China today must do the
same to be historical materialist.
