I think you touch on a critical point: what has happened in China has 
occurred globally.  The "epochal" process is not  a rise of China, but 
rather the penetration of international capital.  There was nothing epochal 
about this process in Korea, Indonesia, Malaysia, Taiwan.  It was, and is, 
part of the circuit of capital, as it has been in Mexico and the once and 
previous China, Brazil.
