What are the numbers that lead you to the conclusion that workers in 
Cuba are more exploited than in Argentina? That they earn less? This is 
not how Marx defined exploitation in terms of the production of surplus 
value. Plus, in Argentina the surplus value is privately appropriated by 
a capitalist class that can easily be identified.
