The Swedish National Road and Transport Research Institute (VTI) has 
released a report that examines the extent to which large-scale financial 
investment in high-speed railways is a cost-effective way to reduce carbon 
dioxide emissions.  The report is written in Swedish with an English 
summary.

The summary states:

1. Investments of this type made in this fashion are not socially 
cost-effective [something with which I agree].

2. The investments are not cost-effective instruments of climate control 
[something else with which I agree].


While "cost-effectiveness" is not the measure of utility, nevertheless it 
can give us some idea about the ability of a particular project to satisfy a 
perceived need .
