Louis P.: "Wouldn't you define a period lasting from around 2001 to 2010 sustained?"

Forget the word "sustained," how about taking a look at the word "respect"? Do you consider it a sign of "respect" when a strong country like the United States forces a weaker country to give up something (a nuclear weapons program) which the United States would never give up, all for the right to be removed from the offensive "state sponsors of terrorism" list and to have an embassy (no doubt filled with spies) established in your country? "Respect" is the last word that comes to mind. "Contempt" would be more accurate.

And, by the way, Blum's sentence refers to the "positive changes he's instituted in Libya and Africa," and for sure those have never even been acknowledged by the U.S. government and its handmaiden media, much less treated with "respect."

Absurd? I think not.
