[Marxism] Questioning the World Bank's happy talk about global poverty reduction

"Contrary to popular perception, the world poverty measure is based on  
what $1.25 a day would buy in the United States, not in another  
country like Ethiopia or Peru." Could anyone here confirm this? To a  
non-economist it sounds unbelievable...
