Military administrators of the late Bourbon era may have banished Apache
captives more efficiently than their predecessors. By the late 1780s,
authorities had begun to send Apaches as far away as Cuba to prevent
them from returning home if they escaped. In 1790, the crown itself
required that Cuba become the final destination for Apache prisoners.
Despite the king's orders to treat Indian captives well, large numbers
died before reaching Havana. Dislocation, disease, and the hardships of
traveling in chains took a terrible toll. So, too, did vengeful
soldiers. If some troops killed captured Apaches "in cold blood in the
jails of Durango and in Chihuahua's main square, as the bishop of
Durango reported, other soldiers must have taken their revenge on Apache
prisoners in less public places.
