[Marxism] Is Growth Over?

Seems to me that guiding the international expansion AND democratic allocation of the monetized difference between world average labor time added and consumed is the task of 21st century socialists. But I can't translate what Krugman and even Baker mean by "growth" or "productivity" to referents in vols 1 & 3 that lead me to that observation.
