"Carla Del Ponte said testimony from victims and doctors had given
rise to "strong, concrete suspicions but not yet incontrovertible
proof."

"But the commission stressed that it had not reached any "conclusive
findings.""

Where is that "downplaying?" Del Ponte said no "incontrovertible
proof." The commission said no "conclusive findings." For a
"finding" to be "conclusive" it has to be based on "incontrovertible"
proof. The two statements say the same thing!
