Big Pharma is always claiming it needs high prices to meet high R&D costs.

Marcia Angell long ago blew away that claim.

For instance, much of their "new" drugs are repackaging of old ones -- a
repackaging which MUST be done if they're not to lose market share to
competitors, or just have inadequate revenue in an absolute sense.

Within a marketized healthcare system, they ARE acting rationally from an
institutional perspective.

Unfortunately Angell, like the author of this op-ed, won't take the next
step and call for socializing the industry, but advocates more regulation.

PS: How does Cuba do it? That is, they obviously allocate through planning
the resources needed to do genuinely helpful R&D. Any ideas on the criteria
applied, who contributes information to the process, etc.?
