No, the study asserts that "four out of 5 U.S. adults struggle with 
joblessness, near poverty or reliance on welfare for at least parts of 
their lives."

Would it not have as much impact to write an accurate headline? For 
example, this one, which is actually shorter:
     Almost 50 million poor; 80% of population experiences near-poverty 
at some point
