[Marxism] CPP/KMU?

A question for the better-informed:
At bottom is a link to an article which a Facebook "friend" posted
glorifying the CPP/NPAs Maoist strategy.
The article says explicitly that, like Mao, they follow the "encircle the
cities" strategy, i.e. lead (or rather dictate to) the peasants to
militarily conquer the cities, while urban workers sit on their hands
waiting to be "liberated."
So here's the question: given this (bankrupt and elitist) strategy, why did
the CPP put so much effort over the years into the KMU?
