                POSITION:   Director of Human Resources
 STEP RANGE/SALARY: 64 - 72 / $25.74 (minimum) to $31.98/hr (midpoint)
    LOCATION:   Administrative Office of the Courts - Salt Lake City
  TYPE OF POSITION:  Full-time position with benefits, FLSA and career
                             service exempt

TYPICAL DUTIES: Under general direction, develops, administers, and
evaluates programs relating to staffing/recruitment, benefits
administration, compensation/classification, employee relations,
employment law compliance and organizational development.  Duties
include, but are not limited to, the following:

• Manages the staff of the Human Resources division and directs all
activities performed by the division; hires and trains staff; assigns
work; conducts performance evaluations
• As a member of the management team; provides HR support to management
and supervisors; counsels and advises administrative and supervisory
staff on HR policies, procedures and matters; attends management
meetings, presents and discusses HR matters
• Develops and maintains an effective recruitment and selection program;
directs the recruitments, selection and hiring of court employees;
trains managers in recruitments, selection and hiring; conducts
recruitment and employment screening procedures
• Staffs committee for judicial compensations; conducts research,
complies data and writes annual report on judicial compensation; assists
with presentation to legislative committee
• Administers the grievance process; selects hearing officers; mediates
grievances as appropriate; counsels management on employment relations
issues; counsels employees with personnel problems
• Performs other related duties as required.

REQUIRED QUALIFICATIONS: Bachelor’s degree in Human Resources
Management, public or business administration or a closely related
field, plus 6 years of professional human resources experience, two of
which must have been in a management or administrative capacity, OR
masters degree and 4 years of experience, or an equivalent combination
of education and experience.

NECESSARY KNOWLEDGE: Considerable knowledge of the practices and
principles of state government and court human resources administration;
thorough knowledge of public relations, position classification, job
analysis and merit systems.  Ability to formulate and administer
policies and procedures to govern all phases of human resources
administration, ability to communicate effectively verbally and in
writing, and the ability to establish effective working relationships
with management, staff, other agencies and the public.
