GOVERNOR'S OFFICE

Planner (Program Specialist III) - Salary range $17.14-$25.74 hourly.
Position full-time (40 hours per week) with benefits. Governor's Office
of Planning and Budget, 116 State Capitol, SLC, UT 84114. This is an
exempt position which serves at the pleasure of the appointing
authority. Assists the Planning Coordinator and Deputy State Planning
Coordinator; serves as staff to the Utah Quality Growth Commission;
assists with state-federal land planning, local government planning and
Governor's initiatives. Administers grants and contracts; assists in
research, writing and publication of reports; develops and maintains the
State Planning Internet site. Monitors the progress of proposed

Health Program Coordinator III (Health Program Specialist III) Salary:
$17.14 - $27.18 (Step: 49-66) - Utah Department of Health - Division of
Community and Family Health Services, Bureau of Health Promotion,
Violence and Injury Prevention Program - 288 N 1460 W Salt Lake City.
Provide assistance in the coordination, development, and implementation
of initiatives to reduce family and sexual violence in Utah. Supervise
staff; write and manage federal and state grants; assure grantees are
fulfilling obligations as defined in their contracts; coordinate the
development of a statewide data system; act as a resource to community
agencies; provide community education; oversee and coordinate violence
against women prevention activities statewide; and, collaborate with
program staff, health department programs, and community organizations
regularly. JOB REQUIREMENTS: Ability to supervise and direct team;
knowledge of statistic analysis; experience in violence prevention;
program planning, development, and evaluation; coordinating projects;
solving problems; collaborating with a variety of community and public
health professionals; writing reports; written and oral communication;
grant management; organizing large projects and contract management.
PREFERENCE: C.H.E.S. certified with a Bachelors or Masters Degree in
Health Education, Public Health, Nursing, or related field and at least
two years of full-time experience in the public health field or equal

conducted for the Oral Health Assessment Project in order to prioritize
local health departments for oral health task force implementation. In
collaboration with local health officers, identify an oral health
lead/liaison in each local health department. Provide consultation and
technical expertise to local health department lead/liaisons in
establishing the oral health task forces. Collect and document in a
database assessment, data generated by Oral Health Program
survey/assessment activities and from local health department task force
assessment activities. Publish the oral health database on the Oral
Health Program website. Coordinate a statewide Oral Health Summit.
Pursue grant and other funding opportunities in order to sustain this
position of Oral Health Integrated systems Project Coordinator in the
Oral Health Program. JOB REQUIREMENTS: Knowledge and ability to analyze,
interpret and report subjective data. Ability to prioritize and develop
a timeline for systems development project implementation. Ability to
communicate/consult with local health department representatives and/or
staff and make appropriate recommendations. Ability to identify and

Ability to collaborate with partners to plan a statewide oral health

HUMAN SERVICES

Financial Manager I - $18.09 - $28.69 hourly (Step Range 51 - 68). Utah
State Hospital, Provo, Utah. Manage fiscal activities for the Utah State
Hospital to include budgeting, accounting, receivables, payables,
contracts and other financial services. Supervise Business Office
functions and personnel. Oversee the budget for the Utah State Hospital.
Complete and distribute the hospital budget forecast. Work effectively
with State Finance, the Division of Mental Health, and the Department of
Human Services to insure the hospital is in compliance with Medicare,
Medicaid, third party collections and sound business practice. Assure
patient and unit accounts are being properly handled and the patient
banking system is being used appropriately. Delegate assignments to
Business Office staff to insure the fiscal goals of the hospital are
met. Provide good fiscal information to hospital administration and
managers that have budgetary responsibilities. Assure fixed assets in
the hospital are being properly maintained. Select and implement
accounting processes, procedures, systems and subsystems to control
agency financial programs consistent with state guidelines and generally
accepted accounting principles. JOB REQUIREMENTS: Skills in the
following areas: governmental accounting, budget management, financial
analysis, data processing, financial application; skilled in
supervising, managing, training and evaluating employees; ability to
communicate effectively in both oral and written form. PREFERENCE:
Prefer candidates with extensive professional accounting and budget
experience with a bachelors or masters degree in Accounting or related
field. Experience in Medicare/Medicaid, Collections, Accounting software

Title -TAX COLLECTION AGENT I Entry $9.96 ) The Tax Collection Agent I
position constitutes part of a career ladder. Promotion to the level II
position (Step 33 to 48) requires successful completion of a structured
training and testing program that will take place over a period of 12
months. The first part may be completed six months after hire, and the
remaining part 6 months following successful completion of the first
test. Promotion to Level II will not be made without completion of at

Human Resource Director II Salary: $27.92 to $41.95 (Steps 67-82) .This
is a Career Service Exempt Position reporting to the Executive Director
of the Utah State Tax Commission, 210 North 1950 West, Salt Lake City,
Utah 84134. Direct and manage all Human Resource functions for the Utah
Tax Commission including recruitment and selection, staffing,
classification, compensation and benefits, payroll, training, fair
employment practices, employee performance management and evaluation,
employee corrective action and discipline, employee assistance, employee
relations, investigations, and reductions in force and legal compliance
with applicable HR related laws, regulations, rules, policies. Establish
the strategic direction of HR programs and practices that support the
mission, vision and values of the Tax Commission. Develop and implement
HR programs and assess program effectiveness. Provide technical
assistance to agency executive staff, management staff and employees.
Develop, implement and monitor internal HR policies and procedures and
interpret and ensure compliance with DHRM HR rules and state and federal
HR statutes. Supervise professional and technical HR staff including
developing performance plans, monitoring, evaluating performance, and
corrective or disciplinary action if necessary. Advise the department's
Executive Director in a close and confidential relationship on HR
issues. Represent the agencies at statewide HR meetings, in grievances,

JOB DUTIES: Incumbent will conduct investigations of alleged criminal
acts involving motor vehicle theft, commercial auto theft rings, and
assorted white collar crimes dealing with bank, insurance, title, and
odometer frauds; investigate unlicensed persons engaged in motor vehicle
commerce; investigate motor vehicle dealer violations; obtain and serve
search warrants, investigative subpoenas; make arrests upon issue of a
criminal complaint or upon probable cause; serve summons and testify in
court as an expert witness; work in undercover capacities regarding auto
theft, fraud, or vehicle theft-narcotics rings; may be required to wear
a uniform, drive a marked police vehicle, make traffic stops and write
citations; provide support to other law enforcement agencies in the
investigation and identification of stolen vehicles and the seizure of
vehicles being operated on fraudulent or counterfeit registration;
prepare reports and legal documents to finalize cases for submission to

in motor vehicle commerce including the cultivating, paying, and
overseeing of informants; receive complaints from the public regarding

regarding purchasing or trading motor vehicles. JOB REQUIREMENTS: Peace
Officer Standards Training course (POST) certified Law Enforcement
Officer required. Knowledge of principles/practices of law enforcement;
arrest and detention procedures; investigative techniques and processes;
rules of evidence. Skills/ability to understand and apply case and
statutory law; read, interpret and apply laws, rules, regulations,
policies and/or procedures; find, gather and collect information or
data; operate and maintain weaponry. PREFERENCES: Professional
