Budget Analyst

The Utah System of Higher Education (USHE) seeks applications for the
position of Budget Analyst for the USHE and Utah College of Applied
Technology (UCAT). The position will work with staff in the system office to provide finance and budget support for the Utah State Board of Regents,which governs Utah's 10 public universities and colleges, and the UCAT Board of Trustees, which oversees nine UCAT campuses. This new position provides a challenging entry-level opportunity to work in a fast-paced and professional environment. associates to lead to a successful career.

Reporting to the Assistant Commissioner for Finance and Facilities, the budget analyst will assist in fulfilling the missions of USHE and UCAT by performing the following core functions:

* Maintain and analyze budget data to support budget request and
implementation processes.
* Assist in the development and maintenance of funding mechanisms.
* Acquire a working knowledge of the finance-related statutory and policy
responsibilities of USHE and UCAT, including the various programs and
funding sources.
* Prepare analyses and reports on various higher education fiscal issues.
* Work effectively with college and university officials to compile
information for governing boards, the Governor's Office, and Legislative
staff.
* Track and summarize the impact of legislative and executive branch action
to inform and advise higher education decision makers.

The successful applicant will (1) be an enthusiastic learner capable of working quickly with a high level of accuracy and quality, (2) demonstrate the capacity to develop acumen for budgetary and fiscal analysis - including excellent spreadsheet, database and word processing computer skills, (3) show potential to understand the policy implications in budget analysis, (4) be able to communicate concisely and effectively in speaking and writing, and (5) show the ability to establish and maintain effective working relationships with college and university officials as well as staff from
the executive and legislative branches of Utah State Government. Preferred qualifications include a Master's Degree in accounting, business administration, economics, political science, public administration, public policy, or a related field and budgeting experience in higher education or at the level of state government. Applicants with a Bachelor's Degree in a field listed above may also be considered, especially with related experience. Review of applications will begin May 9.
